The subsequent paper was presented at the Centre for the Study of Violence and Reconciliation, Seminar No. 2, 24 April. It seeks to introduce the idea of forming alternative defence structures In the wake of the ugly violence unleashed against citizens by security forces, vigilante groups and hit squads (1991).
