Police officials have come under fire in the wake of the murder of a young child in Klipfontein at the weekend.
Three-year-old Atlegang Phalane was shot and killed by an officer who thought the car he was in belonged to suspected criminals.
Civil society groups say the statement made by National Police Commissioner Bheki Cele and several politicians may be to blame for that and other similar incidents.
The Center for the Study of Violence and Reconciliation's Adele Kirsten said the comments needed to be clarified.
"The manner in which both the ministry of police and senior politicians have engaged in this issue in the public domain has caused confusion," she said.
